Can you put dog poop in the trash? Yes. Bagged dog poop goes in your regular household garbage cart. It doesn't go in the recycling cart, the yard waste pile, the compost bin, or a storm drain. Local government pet waste pages we checked in Florida, from Hillsborough County to Jacksonville, give the same advice: bag it and put it in the trash. Here's how that works with ECUA and City of Pensacola carts, and what to know about the other options.

As posted in October 2026, ECUA's residential page describes the garbage cart as being for household garbage, lists accepted recycling items (bottles, cans, paper, cardboard and similar), and defines yard waste as vegetative debris grown in your yard, like leaves, pine straw and grass clippings. Neither ECUA's page nor the City of Pensacola's garbage page mentions pet waste specifically, so if your hauler has a question, ask them directly. In Santa Rosa County, the county parks code requires pet owners to put droppings in trash receptacles, which tells you where the county expects it to go.
How to bag it so the can doesn't stink
Florida heat turns a garbage cart into an oven by midweek. A few habits help:
- Double bag and tie it off. One bag for the pickup, a second around it.
- Keep the lid closed. University of Florida fly guidance says garbage cans should have tight fitting lids and be cleaned regularly, and that sealing trash in plastic bags helps keep flies from breeding.
- Bag everything. The City of Pensacola's garbage page notes that bagging raw garbage keeps cans cleaner and prevents insect problems.
- Rinse the cart now and then, away from the street so the water soaks into the lawn instead of running to a storm drain.
City of Pensacola customers should also mind the cart rules: as posted in October 2026, carts go within two feet of the curb with the opening facing the street, and must be brought back by 6 a.m. the day after collection.
Is it illegal to throw dog poop in the trash?
We didn't find any local rule against putting bagged dog poop in your own household garbage. The bigger question is usually someone else's can. A city issued cart belongs to the city, and the City of Pensacola's code makes the customer responsible for keeping it clean. So tossing a bag into a stranger's cart on your walk is bad manners even if nobody writes a ticket. Ask first, or carry it home. Leaving it on the ground is the real problem: in Escambia County and Gulf Breeze, owners must pick up after their dogs on other people's property, as we cover in Florida dog poop laws.
Other options: flushing, digesters and burying
Flushing
An EPA hosted fact sheet from a Puget Sound water quality group calls flushing the best option because your sewage treatment plant or septic system then treats the waste. The City of Jacksonville's pet waste page also lists flushing, with a firm warning: do not flush the bags. Only the poop goes in, never the bag, even ones labeled flushable. If you're on septic, ask your septic contractor before making it a habit.
In ground digesters
The EPA's stormwater guidance describes "doggy loos," small units that property owners install in the ground where the waste decomposes, and says they require little maintenance. Follow the maker's instructions on placement, and keep them away from wells, vegetable gardens and low spots that flood.
Burying

Why dog poop doesn't belong in compost for food gardens
An EPA hosted fact sheet says waste from meat eating pets like dogs should go in the garbage, not a compost pile, because parasites, bacteria and viruses are not readily destroyed during composting and can be passed on to people. Jacksonville's page agrees that dog waste would need to be composted in an enclosed system first. The City of Pensacola's code describes residential composting as leaves, twigs, grass clippings and vegetative food waste. Keep dog waste out of the pile you use for tomatoes.
